Options Appraisals for Future Service Delivery Arrangements

By undertaking a full scale options appraisal we can help you to examine a range of delivery options for all aspects of service delivery. Our appraisal can assist you in determining which option would provide the best outcome for the Council, both in terms of service delivery, value for money and customer outcomes.

Homelessness Reduction Act

Following the implementation of the Homelessness Reduction Act 2017 we can review how effective your service is at preventing homelessness and meeting the new duties contained within the Act.

arc4 has experience of working with Welsh Authorities to review services against the requirements of the Housing (Wales) Act 2014, and as such has an in depth understanding of the prevention and relief duties.

Homelessness Reviews & Strategy Development

Our Homelessness Reviews are underpinned by a solid combination of qualitative and quantitative data, and provide local authorities with a detailed understanding of homelessness and its causes, upon which to base its strategic approach.

Using the Homelessness Review evidence base we work with Local Authorities to develop effective and deliverable Homelessness Strategies, and action plans.

Supported Housing

arc4 can review specialist supported housing provision, evaluate projects and services, undertake a detailed needs analysis and develop robust commissioning strategies.

Allocation Policy Development

arc4 can work with you to review existing Allocation Policies and develop new Policies that respond to both national and local priorities. Alongside policy development we can assist in the development of operational material, and hands on implementation support.

Homeless Strategy Case Studies

  • Denbighshire County Council Homelessness Strategy

    arc4 was commissioned by Denbighshire County Council to undertake the Council’s first Homelessness Review in line with the requirements of the Housing (Wales) Act 2014 and have developed the Council’s Homelessness Strategy based upon the Review findings.
  • Conwy County Borough Council

    arc4 were approached by Conwy County Borough Council to review their homelessness and housing solutions service against the Welsh Audit Office’s Report ‘How Local Government Manages Demand – Homelessness.’
  • Denbighshire County Council Housing Solutions Review

    arc4 was appointed by Denbighshire County Council to review its homeless and housing options service following the implementation of the Housing (Wales) Act 2014. arc4 worked with the Council to develop a service improvement plan and assisted the Council to revise and amend existing working practices, policies and procedures to ensure robust legal compliance and consistency of service delivery.
  • Purbeck District Council

    arc4 were appointed through the LGA Advisers programme to work with Purbeck District Council to develop a project plan to improve access to the private rented sector for clients of the Housing Options service, reducing the overall use of temporary accommodation and Bed & Breakfast.
