Reuben Flynn LA renewal and regeneration

Reuben Flynn, who has worked with us as an Associate for some time, joined us as an Associate Director in May 2010. We are delighted to wlcome him to the team! His private sector renewal skills in particular will add to our work for local authorities and regeneration agencies.

 Reuben is a housing and regeneration professional with over 20 years experience in developing and delivering housing renewal and in housing strategy and policy.  His work has taken place in both rural and urban settings, taking in North Shropshire, Manchester, Salford, and Stoke.

 

He has considerable experience of all aspects of private sector housing renewal, has worked extensively with Home Improvement Agencies, Registered Social Landlords, ALMOs, Local Authorities, Developers and many others.  His work has included leading the development and early delivery of the multi award winning Northmoor Renewal scheme which included a number of landmark elements including the UK’s first completed Home Zone scheme, a “New Tools” pilot with the Housing Corporation, an Innovation and Good Practice Grant funded BM link worker, and a BURA award winning Community Arts Project.

 

His work then moved into Housing Market Renewal where he worked at the heart of the Manchester Salford HMR Pathfinder (MSP) developing and delivering programmes and developing pathfinder strategy, policy and procedures.  He moved from being Head of PSH Renewal at Manchester City Council to take up the role of Head of Renewal at Salix Homes, Salford City Council’s newly established ALMO where he successfully led on delivery of much of the Salford HMR programme and developing Salix’s regeneration role, including developing a Financial Inclusion Strategy, leading on development of a training and employment scheme (in partnership with GM Procure and Salford College) (B4Box), and developed performance management systems and leading on preparation for inspection by the Audit Commission.

 

He has been a private housing consultant since January 2009 since when his clients have included the University of Salford’s Regen-Exchange Centre (where he has assisted in developing and delivering a series of breakfast seminars on the theme of “rethinking regeneration”, and delivery and development of the HCA Academy’s Creating Sustainable Communities course material in conjunction with the Academy and the  Open University), the North Staffordshire Regeneration Partnership/Renew (where he undertook the role of Interim Policy and Research Manager, developing, procuring and running a number of research commissions, and evaluating the West Midlands North Strategic Housing Market Assessment), and Rowlinson Constructions for whom he undertook market appraisal in relation to “mothballed” development sites and assisted in securing HCA grant support.

 

Reuben is currently Chair of Mossbank Homes, a subsidiary within the Mosscare Housing Group
