Paul Curphey
Paul has worked in social housing and local government for over 25 years. He has held senior management positions with a number of large and medium-sized housing associations in the North West and at the Housing Corporation. He has carried out a range of research, project management, policy and strategy roles during his career and is now leading on strategy development with clients such as Manchester City Council..
He has developed and implemented strategies in a variety of organisations to improve services for residents and the places where they live - including
· Co-ordinating the Housing Corporation’s investment strategy for the North West.
· Developing Borough-wide youth strategy for Swindon Borough Council.
· Leading the production of corporate plans for a North West housing association
He has been an Assistant Director of a large housing association with responsibility for HAMA, income management, quality, supported housing, policy and research. He was responsible for developing new ways of involving or engaging with residents in developing and improving services. He led the Association’s partnership with a regional health authority to re-provide nursing and residential care services in Sheffield.
He has considerable experience of many aspects of change management. He led the development of business cases for a variety of investments in new services and organisational growth by acquisition. He has also led a number of change management projects – including:
- Planning and delivering changes to improve first line customer services.
- Leading the integration of an acquired organisation
- Implementing a needs-based housing allocations system
- Leading or working on two reviews which led to the development and implementation of new information system strategies
His core expertise lies in research, performance review, policy analysis and evaluation. Some of his key achievements in these fields include:
- Designed and carried out tenant and stakeholder surveys for a number of housing associations.
- Carried out a large-scale survey of young people in Swindon.
- Member of the team which introduced the Housing Corporation’s original performance indicator framework.
- Carried out major reviews of ethnic minorities’ access to housing for two housing associations
- Led development of a “neighbourhood health index”.
- Led the production of a Housing Corporation-funded study of housing markets.
- Led a study into the nature and extent of young homelessness in Swindon.
